How do I register for  ONLINE payments?

Online Utility Payments are the safest, quickest way to make a payment. New Users are required to register with our payment processor, Payment Service Network (PSN).  Make sure to have the last six digits of your utility customer account number to create a PSN account. You must register before you can pay or view your bill online.

HOW TO VIEW my utility bills

You need to register to view your bill  If you do not have an account you first must register and obtain a login.  You will do this by registering through PSN. Say "YES" to paperless, just click  How to Register.  Sign up to receive a monthly email notification when your utility bill is ready to view.  This is a great "Green Friendly" option and helps to reduce clutter.  You only need one login through PSN (Payment Service Netwowrk) to do any of the following:

  • Receive an email notification when your bill is ready to view.
  • View and print your bill at any time.
  • Pay your bill online
  • Opt out of paper bills
  • Set up automatic payments.

Orrville Utilities offers the convenience to our customers to have payments taken directly from your checking account and you can stop the process whenever you like.  Forms may be submitted by email to or printed, completed and mailed to P.O. Do you need to Cancel your ACH or Stop your Budget Billing? Complete the  Cancel my ACH Form or Stop my Budget Billing. (Please allow 3 business days before the change to update in the system).

MAIL A PAYMENT - Checks/Money Order/Cashier's Check 

Be sure to include the payment stub from your bill when paying by check, money order or cashier's check.  It is helpful to include your name and utility account number on your method of payment.  Please do not mail cash.

DROP BOX - available 24/7

Conveniently pay by dropping your check, money order, or cashier's check payment off in the drop box available 24/7, located at 125 W. Water Street (which is the south side of our City Hall Building).  During normal business hours the secure drop box is checked for payments multiple times a day.  We process all after-hours payments the next business day in-house. It is recommended that you include the bill stub in the envelope with your payment.


We offer budget billing for residential customers once per year. This starts in July. You must have service in your name at your current residence for at least one year in order to calculate your monthly budget payment. Budget payments are required to be automatically paid through your bank account every month on the due date assigned. Budgets are reviewed periodically during the budget cycle to adjust payments as needed based on usage. You may email us at if you are interested in more information on budget billing. For all other inquiries, please contact us by emailing or dial 330.684.5020, Option 3 to speak with someone.  If the customer service representatives are on another line and cannot answer your call, please leave a voicemail with your name, your request, and an email or phone number to communicate back to you.  Calls received during normal office hours, will be returned the same day.  If messages are received after 4:00 p.m., someone will respond the next business day.
