RESIDENTIAL WATER SCHEDULE NO. 1
Availability & Applicability: This schedule is only applicable for individual residences, apartments, mobile homes or other dwelling units. (Dwelling units are defined as housekeeping suites, light housekeeping suites, and other arrangements where separate tables are set.) If the service is used for commercial, business, professional or for other non-residential purposes, the City's Non-Residential & Commercial Schedule No. 2 shall apply.
The furnishing and utilization of Water Service, including system extensions or enlargements and the financing of same, shall conform to City's Ordinances, Rules and Regulations which are a part of this Schedule as if fully written herein.
Net Rate per month or part thereof per service: The net billing shall be the sum of charges (A) and (B) below. Bills will be rendered monthly. City may elect to read quarterly with the meter readings for the intervening months to be estimated by the City.

B. Capacity of Service Charge (CSC) as follows:
"Capacity of Service" - The "Capacity of Service" shall be based on customer’s meter size.

Minimum Charge per month or part thereof: The total billing for each month or part thereof that service is turned on, thereafter shall be the sum of the foregoing charges (A) and (B) but not less than part (B).
Sub Metering Prohibited: No customer shall sub-meter or sell water service to others. Any violation of this provision shall subject all water service to the premises to be disconnected until the violation is corrected to the satisfaction of the City.
Billing for Multiple Dwelling Units: Where more than one dwelling unit is served through a single water meter, for billing purposes, each rate step shall be multiplied by the number of dwelling units served through one meter. (The monthly "Capacity of Service Charge" shall be deemed to have a 3/4" service for each unit times total number of units). The City reserves the right to require all future multiple dwelling units or apartments to be individually metered and plumbed before service is established.
BILLING AND METER READING: Each metered water service shall be separately billed and no meter readings shall be combined for billing purposes. The rate steps and minimum charge shall be applied as written, with no pro-ration of same for a fractional billing period.
DEPOSITS AND RESPONSIBILITY FOR PAYMENT OF BILLS: For all water services, the current property owner of record of the land involved is responsible for all
water bills, irrespective of who incurs such unpaid bills or when such bills are incurred or who owned or occupied the property at the time such bills were incurred. Such unpaid water bills may be assessed as a tax lien against the property involved. Without relieving the property owner of his responsibility for payment of all water bills, the City reserves the right to require a suitable deposit to secure payment of water bills.
Connection fee – (See Exhibit 1-A): This charge replaces the tap-in fee and is used to create an equity between new and existing customers in relation to the debt free investment previously made by existing customers. These charges are to be used as a guideline. If the Director of Utilities or the Public Utilities Board deems it necessary to make changes on these charges due to exceptional circumstances, either or both parties are permitted to do so.
METER SERVICE AND CONNECTION FEE CHARGE: The initial establishment of water service is subject to payment by applicant of City's applicable meter and Connection Fee charges prior to obtaining service.
LINE EXTENSIONS: All new line extensions including extensions of water mains required for fire protection shall be paid by the consumer involved and in accordance with the provisions in the City's Ordinances, Rules and Regulations.
DIRECT SALES TO TANK TRUCKS: Direct metered sales from the City's facilities may, at City's option, be made to tank trucks at the location, time and hour to be specified by the Water Department. Charges for all water furnished shall be as shown on Exhibit “1-B” “per hundred cubic feet” and the minimum charge shall be as shown on Exhibit “1-B” for each direct sale. These charges are to be used as a guideline. If the Director of Utilities or the Public Utilities Board deems it necessary to make changes on these charges due to exceptional circumstances, either or both parties are permitted to do so.
INTER_CONNECTION WITH CITY'S WATER SYSTEM IS PROHIBITED: In order to avoid possible contamination of the City's water supply and resultant hazard to health, the City will under no conditions allow the installation of any equipment or device that would enable a cross-connection to be made, either temporary or permanent, between the City's water supply and other source of supply or drainage, nor will the installation of any equipment or device be allowed that could, in the City's opinion, cause back-siphoning, excess water pressure, vacuum conditions, etc., that could cause contamination of the City's water supply or its system. See City's applicable Ordinances, Rules and Regulation for further details.
OTHER PROVISIONS AND CONDITIONS: See the City's Applicable Ordinances, Rules and Regulations for other provisions pertaining to application and furnishing of service, deposits, turn-on and turn-off of service charge for special services.

AVAILABILITY & APPLICABILITY: This Schedule is applicable to all commercial and business establishments, industrial and processing plants, offices, restaurants, clubs, lodges, theaters, rest homes, hospitals, schools, churches, motels, hotels, tourist homes and all other non-residential establishments.
The furnishing and utilization of water services, including system extensions or enlargements and the financing of same, shall conform to the City's application form and applicable Ordinances, Rules and Regulations, which are a part of this schedule as if fully written herein.
NET RATE PER MONTH OR PART THEREOF PER SERVICE: The net billing shall be the sum of the charges set forth under A and B below. Bills will be rendered monthly, City may elect to read meters quarterly with intervening months' meter reading estimated.

BILLINGS FOR MULTIPLE ESTABLISHMENTS: The foregoing rates are for instances where a single metered service supplies more than a single establishment, firm, business, business activity or premise. The billing shall be determined and additional charges added pursuant to the table below. The additional charge is applicable for each additional establishment, firm, business, business activity or premise that is served
through the same meter. The City reserves the right to require that all future business establishments or activities located on the same premises be individually plumbed, metered, and billed before the service is established.

MINIMUM CHARGE PER MONTH OR PART THEREOF: After service has been established, the total billing for each month or part thereof shall be the sum of the foregoing charges A and B, but in no event shall the total billing be less than the monthly service and capacity charge. Where multiple establishments or businesses are supplied through one meter, the applicable minimum charge shall be increased as provided under Billing for Multiple Establishments.
For non-profit public activities such as county fairs, athletic fields, swimming pools, etc., the minimum charge shall be applicable during the months that service is turned on but not for less than three consecutive months. Each turn-off of water service shall be subject to the City's reconnection charges.
CAPACITY OF SERVICE WHERE NEW PROPERTY OWNER IS INVOLVED: Where a new property owner (or occupant), acquires an existing water service installation and, upon request of such property owner, the City determines that the existing meter capacity is excessive as compared to the occupant's probable maximum requirements, and if there is no prior water service contract that would be in conflict, City may elect to install a new meter of adequate size to meet occupant's probably maximum requirements. The entire cost of such new meter installation shall be paid for by the property owner. In such an event, the capacity of service size shall, for billing purposes, be based on the new meter size.
CONNECTION FEE – (See Exhibit 2-A): This charge replaces the tap-in fee and is used to create an equity between new and existing customers in relation to the debt free investment previously made by existing customers. These charges are to be used as a guideline. If the Director of Utilities or the Public Utilities Board deems it necessary to make changes on these charges due to exceptional circumstances, either or both parties are permitted to do so.
METER SERVICE AND CONNECTION FEE CHARGES: The initial establishment of water service is subject to payment by applicant of City's applicable meter and Connection Fee charges prior to establishing services.
LINE EXTENSIONS: All new Line Extensions, including extensions of water mains required for fire protection, shall be paid for by the consumers involved and in accordance with the provisions set forth in the City's applicable Ordinances, Rules and Regulations.
DEPOSIT & RESPONSIBILITY FOR PAYMENT OF BILLS: For all water services furnished within the Corporate Limits of the City, the current Property Owner of Record of land to which water service is furnished, shall be responsible for payment of all water bills for such service, irrespective of who incurred such unpaid bills or when such bills were incurred or who owned or occupied the property at the time the bills were incurred. All unpaid water bills may be assessed as a Tax Lien against the property involved, collectible according to Ohio law.
PRIVATE FIRE LINE PROTECTION SERVICE: For all fire protection service installations made after the effective date of this Schedule and requiring a special separate fire service line to serve Consumer's premises, Consumer shall install, at his expense, subject to City's inspection and approval, all of the necessary complete and separate piping system, extending from Consumer's system to City's existing water main. All separate fire service lines installed after the effective date of this Schedule, shall have installed in same, an approved meter that will accurately measure any flow of water in the same and detect any illegal diversion of water from the fire line. Said meter and its installation shall meet City's specifications. The entire service installation and an annual certified accuracy test report shall be paid for by consumer.
For old unmetered fire service lines, existing as of the effective date of this Schedule, City reserves the right to require Consumer or Property Owner to install, at his expense, a suitable approved meter installation along with an annual accuracy report to meter the Fire Service Line connection. In such an event, Consumer will be given reasonable written notice as to the date that such meter is to be installed and if not installed and in operation by the date specified by City, the fire service line shall be disconnected.

(a) For fire protection service supplied through a separate metered or unmetered fire service line and where Consumer purchases 100% of his requirements from City, the additional monthly charge shall be as follows:
(b) Where a separate fire service line is installed and where the Consumer involved does not purchase 100% of his water requirements from City, 50% of the Capacity Charge set forth on Page 2 shall apply for the size of the fire service line involved, but in no event less than $95.86 per month.
(c) Unmetered Fire Hydrant Charges: Where an unmetered fire service line exists at a facility, an additional charge for each fire hydrant on that line shall be as follows.

Without relieving the Property Owner of the responsibility for payment of all water bills for service furnished within the Corporate limits and in all cases where service is furnished outside the corporate limits, City reserves the right to acquire a suitable deposit to secure payment of water bills as set forth in City's applicable Ordinances, Rules and Regulations.
BILLING & METER READINGS: All services shall be separately metered and billed for each service location defined above. No meter readings shall be combined for billing purposes. For any fractional part of a billing period, all rates shall be applicable as written, with no pro-ration of rate blocks or Minimum Charge whatsoever.
The City shall have the right at all times to inspect at any reasonable hour Consumer's piping system and/or equipment to make certain that this regulation is being complied with.
When any cross connection or hazardous equipment installation exists, City reserves the right to immediately shut off, without notice, its water service to the Consumer involved. In such an event water service will not be re-established until the condition is corrected, at consumers expense, to City's satisfaction.

SUB_METERING PROHIBITED: No Consumer shall sub-meter or resell water service to others. Any violation of this provision shall subject all water service to the premises to be disconnected until the violation is corrected to the satisfaction of the City.
